Prop 28 Music & Arts Education Annual Report

In November 2022, California voters approved Proposition 28: The Arts and Music in Schools Funding Guarantee and Accountability Act, ensuring sustained investment in arts and music education for public schools across the state. Beginning in the 2023–24 school year, Prop 28 provides dedicated funding—above the state’s base education budget—to expand access to arts programs and creative opportunities for all students.

At REACH Leadership STEAM Academy, this funding has allowed us to strengthen our music and arts programs with additional staff, new resources, and expanded learning experiences. This report provides families, staff, and community members with a clear overview of how Prop 28 funding was allocated, the measurable impact it has had on student learning, and our ongoing plans for growth.

We remain committed to ensuring that every child benefits from a well-rounded education where creativity, expression, and innovation are central to academic success.
